At first look of your code I've noticed the following:

    - you have WAAAYYY too many keywords. Google recommends 10 tops and you have about 50, which are completely pointless and worthless and yet your web site description has NOTHING??
    - you are using tables for layout, which in todays modern web standards is completely the wrong way to go about it and you should be using divs, spans, CSS positioning and floats to get things where you want them. Table are for tabular data, not layout
    - you have a doctype (that is surprising) but are not adhering to it's standards, and therefore you have 56 validation errors and 5 warnings that need to be sorted out
    - backgrounds widths, heights and all other styling should be included in the style sheet you have, and not on the HTML page

That's just a few things to look at for now. I like the menu by the way!

    Edit:

    Forgot to add:

    - have you checked the site in Firefox? It looks very bad! (I think this has just been sorted as it looks fine now)
    - access has an extra s on it
    - in the flash menu, downloads has a w in it

"write it for FireFox then hack it for IE."

lol it is a CMS afterall and a very bad one at that. I noticed many body divs in the source and all sorts of depriated codes.

However I just want to help my student fix his site

I'm not sure I see the issue. Which browser are you viewing the page in?

Anyway, if you are having any problems, the reason may be that you have specified an incomplete document type:
    Code:
    <!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN">
This above will trigger quirks mode. This means you have to deal with the IE5 box model bug among other things.

By looking at your students code, this one may be the right one to use:
    Code:
    <!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN"

It is fixed changing the image to a flash object like the other objects on the banner seemed to do the trick
