    Best way to position

    I've recently been given a few comps and was asked to do the backend. I've not done much coding but so far I haven't had too much trouble... so far. I want to make sure that I do this stuff pretty-close-to-correctly.

    My problem is the navigation. Here is a link to the comp. http://houseld.com/macc/legislative_comp.html

    I originally tried to do it with css, gave up and used a table but that just doesn't seem right. http://houseld.com/macc/index.html


    Any thoughts would be greatly appreciated. Any comments on other stuff would be awesome too. THANKS

    I guess I should ask a more specific question.

    Should I use absolute positioning? or use a table? or is there another way?


    Also, can I use images as my links without affecting search engines?

    You have sliced the large background image. I believe there is no need for that.

    Just use the image as it is and the place the navigation on top. For that you could just use absolute positioning. This should reduce your code to just a couple of lines.
