There is a wonderful little program that is actually an addon to the Firefox browser. Its called Web developer. It actually has built in links to that validator for html and css as well as dozens of other neat utilities that can help any web designer.
Now to answer your question this little firefox addon has a function called "Edit CSS" which automatically opens the CSS page that your browser is currently displaying. Just edit the CSS and the page automatically refreshes to show you the results in real-time
It also has an "Edit html". You can save the file upload a new one or apply the one you just edited, all via ftp.
I just discovered this program about two days ago and had I found it about 6 months ago it would have saved me tons of time.
Here is the link to the 145kb very small, download. https://addons.mozilla.org/firefox/60/
