user to have option to mix images in web

I am new so I hope this is the right place to post this question.
I would like to be able to give the user at my web site to have the option to merge, combine or adjust one image with a few smaller images.

I saw once in a card design program on a web page, where you could create/dress an snowman
by selecting hat, scarf, carrot, sticks and so on from a box on the right. Then saved, printed or emailed.
Along those line will be nice to add a text box inside the picture along with the changes.

I would like to create something like it.

Is there a script or a program/utility to accomplish this task ?

Do you have a link to the site you reference (the card design application)?

Interactive web apps of that nature are almost always done using Adobe Flash. The Flash subforum of CF has a sticky thread with a bunch of tutorials. That'd be a good place to start, I think.

Actually I have seen it in some post card senders, they have those features.
The y give the user the option to select some images and place them in the main picture. also text.
