What program to use for editng layers in PNG files?

Hello, I have several images I need to edit that are in PNG format and I need to remove some of the background images from them, alter transparencies, resize them, etc., I though Adobe Photoshop Elements would do this, but that seems to be basically for photo touchups. Would I be able to accomplish this with a CS2 or/and CS3 suite, or with a the CoralDraw Graphics X3 suite... or is there a more basic cheaper/freeware available for these tasks? This jerk graphic guy that made them for me is now wanting to charge me 60-dollars to alter each individual image, so I am thinking I can do this myself and use that money on the software to do it. TIA
