Use CSS to create a responsive site.

The only way it can be done with JavaScript is if you use JavaScript to generate the CSS but you don't need to dynamically generate the CSS in order for the site to be responsive. Static CSS using media queries can handle making the page responsive without any need for JavaScript.

Don't forget to start your JavaScript code with "use strict"; which makes it easier to find errors in your code.

First you should read about what responsive web design actually means because it appears that you have a wrong perception about it since it has nothing to do with JavaScript. And then read about CSS media queries.

Could any one recommend some good 'responsive' learning material please?

A 'Google' search returns a 'myriad' of results and I would prefer to use recommendations.

Google this: free html5 responsive templates

Download any one of the free templates you find, unzip the files, and upload it to your website. Now, go into the scripting and see how they did it. Experiment with it, try changing things, mess around with it, even if you totally wreck it. You can always delete it all and start over. It's a great way to learn how it is done.

You can probably view it and modify it directly on your PC without uploading it to your website. That would even be better.
