Web design is the customer-facing part of the website. It includes form designing usinf html , css, flash etc.

Web development is the back-end of the website, the programming and interactions on the pages. It includes how the form works. It needs scriping language such as php, javascript etc.

Those terms can be used somewhat interchangeably and aren’t really fixed in their meaning. For me, web design is focusing more on the graphical design part while web development is emphasizing the coding/programming part (independent of wheter it’s front-end or back-end). But many web designers do also some coding and people who call themselves web developer also do design work.

A developer develops: s/he programs AND designs
A designer designs: s/he creates graphics and UI
A programmer programs: s/he codes whether that be for back-end or front-end

Most people are developers: they create graphics and UI as well as program.
Coding is a challenge, get used to it
    Always remember to debug
Try the guess & check method
Break it down into simple steps

There are differences to these meanings. This is what we have defied for the job I work at.

    Webmaster
Generally the Jack-of-all-trades. They would have overall management of the websites layout and coding. For IT they may also be in position to review and approve prior to sending out publications.

    Content Editor
A type of a webmaster that does have some control of the website's content. They may not be permitted to change some elements of the website. Depending on the company's website editing policies.

    Website Designer
Designs the interface & graphics for the website. They may know some code to develop a template that they will set up or provide to the website developer.

    Website Developer
They pretty-much manage all of the code this including front-end code and server-side code.

    I hope this helps.

In our company the web designer does all the visual front end work while the developer does the coding that runs the websites more complex operations. Other companies may title the roles differently but some can be hybrid designers and developers where they do both. Our developers are mostly responsible for CMS architecture and ecommerce systems.
