    Recheck your code.

    Make sure if you are going to embed a stylesheet - that is <style> sheet - place it inside the <head></head> section of the document.

    index2.htm - page starts with <head> etc.
    bottom.htm - stuff like this <body bgcolor="#3366cc" topmargin="2"> can just be placed in your stylesheet too.
    Try and make full use of CSS.

    As for the frames, yes that's your choice
    BUT you can do it with CSS too, just mentioning it.

    As for design, it's clean I like it. Easy to get to info. maybe spice up colors abit tho.
    Not a fan of the status scroller, but hey.

    My main tiff is with the top navigation, in that when you hover over it, it jumps a little when going bold.

    In relation to your code, you are missing quite a few important bits, including a DOCType, character sets, etc.

    The following code does not exist:

    Code:
    SCROLLBAR-ARROW-COLOR: #3366CC;
    And your HTML is in dire need of a touch up, your using a lot of deprecated tags. Head over to www.w3schools.org to get up to speed with what your code should be like. It is worth it, because it will decrease the size (in kb's) of your page, as will it clean it up.

    The design is clean, but I am not really a fan of it. Also, as cg9com says, what you have used for frames, can be done in CSS.

    The frames are indeed your choice, but if you're going to use them you must provide <noframes> content - I visited your site in Opera with frames disabled and I got nothing at all - a completely blank page.

    Add a background colour into the pages, the OS setup I have right now makes all the pages without a background colour look green

    The status bar thingy I'd take off too, I like to see where links take me before I click on them.
