    Doing it all online ...
Most webhosts only allow a certain number of emails sent over a certain amount of time.
But, you would look for a webhost that specializes in mass emails and has the ability
to process them ... usually for an extra fee of some kind. It can be run from any PC,
as it resides online on someone else's server.

Doing it locally on a PC ...
There is software you can install on your PC to handle the emails, and you would use
your own ISP (internet service provider) to process the emails. It can only be run from
the PC in which it's installed.

Which of the two depends on what you mean by "web mailing system".
A system for one person/company to send emails?
A system for many users to send emails?

    Hi Mishox,

First of all, welcome to codingforums.com!

You may find you're better off with a specialised service such as www.dotmailer.com to do this for you, then you can have mailing lists and import/export mailer templates.

Alternatively you'll find your school/college will already have a mail server (or atleast I would hope so) which you can use to send out mailer campaigns, it isn't something you will be able to setup with no working knowledge of it.

    I'd suggest an online service.

    Hope it helps!

What you'll need is a few configuration on your mail server which you should get your IT department to do, such as a new email address for the purpose of sending bulk emails, then you'll need software like this: http://www.sendblaster.com/

Which you can download and use for free it seems, again though I can't recommend enough that you should use an online service, we do at work and have no complaints about it.

    Hope it helps!
