    I don't know of any forum that is client side, so you might require ASP, PHP, or Perl (cgi) support...

    I wonder, do you think anyone has made a forum with javascript?

    Client side forum isn't possible, you'll always need some form of server side to write up the content. There used to be a project to build a forum with an entirely Flash front end, a good way of reducing bandwidth and server load would be making a client that hold the user interface, graphics and does alot of the processing on the client side.

    If you don't have database capabilites, your best bet would be to use one of those off-server forum hosting sites. Usually their free ones just have banners on them at the top and bottom. And you can pay to have them removed.
