    You need to use CSS.
    Code:
    hr {
    margin:0;
    padding:0;
    height:1px;
    border:0;
    background:#F00; /* firefox needs this */
    color:#F00; /* IE needs this */
    }

    .hr_blue {
    color: #0000FF;
    }
    MAY REFER ONLY COLOR AS HR CLASS IN DMWR AND THE OTHER ELEMENTS BE IN THE HTML ?

    What? You need both or Firefox won't play nice.

    Maybe that's why the colors looked all funky in FF when I tried that...

    I learn something every day when I read here.

    Or at least one Firefox likes background-color but not color, IE likes color but not background-color.

    They are red because you tell them to be red in your code. Look
    Code:
    <hr size="3" color="#FF0000" class="hr_blue">
    Remove color="#FF0000".

    As to your space after your submit buttons you have this
    Code:
    <!-- #EndLibraryItem -->
    <table width="723" height="1000" border="1" align="center" cellpadding="0" cellspacing="0" bordercolor="#000000" dir="ltr">
      <tr><!--msnavigation--><td width="723" height="1087" valign="top" bordercolor="#000000">
    Remove the heights.
