    well you have to link them in each page via the header:

    <link rel="stylesheet" type="text/css" href="location.css" />

    With Dreamweaver (and I'm sure other editors) you can do a global search & replace of every file in your site. You could change every instance of <head> to
    <head>
    <link rel="stylesheet" type="text/css" href="location.css" />

    If you are using Dreamweaver (and others) you can just add the link to the template for the site.

    No specific command. You can write script VB Jave for editing the file and adding link of the css file to each asp html php file. Or u have to add manually 1 by 1
