    i downloaded phpBB 2.0.3 and idont know how to use it,

    have you even tried to read and understand any written documentation on the product?

    Upload all of your files on to your server directory, e.g. /forum. Once you have done that, go to www.mysite.com/forum, and enter all the information that the installation asks for.

    Download the config.sys file, and upload it again.

    Easy.

    You need to run it on a server. No way around it. To test it works on your PC, I'd reccomend you download PhpDev http://www.firepages.com.au
