I need help on what is the proper name to call that so I can search the internet and i need some people to answer my question on here. Also it needs to be a .SWF file type. So i need help making it on the flash and how to use flash. I am a noob at the flash thing so don't judge.

Well, first off you shouldn't be working in flash -- but IF you were, that means you need to learn flash. This site isn't a flash tutorial website, so go Google a flash tutorial website if you want to work in outdated technologies.

But second, if you were to use the modern approach and this is a video player for a website, you would require a knowledge of HTML, CSS, and JavaScript to pull this off which you haven't even shown the beginnings of code for. This makes it highly unlikely anyone is going to hop on this for free given we're talking at least an hour of coding for an experienced developer for a properly custom skinned HTML 5 video player.

... and screwing around drawing pretty pictures? That's not design, that's art. HUGE difference. Also since you've presented NO HTML or CSS, you haven't make a theme... again, you've drawn a picture; and drawing pictures in some paint program like Photoshop isn't design, that's graphic arts -- no matter how many artists under the DELUSION that they are web designers will wildly claim otherwise.

There's a whole slew of questions your question raises that would prevent most people from taking the time to reply to this thread:

Assuming Modern HTML 5 video:
1) Do you know what the HTML 5 <video> tag is an how to use it?
2) Do you know what the <button> tag does and how to intercept it with JavaScript
3) Do you know how to control a player using JavaScript?

Flash Player based has the same type of questions
1) Do you have a copy of Adobe Flash -- not the player, but the development software?
2) Do you know how to create controls in it or embed media playback?
3) Do you know enough action script to implement those custom controls?
4) Do you know how to embed flash in a website properly using the <object> tag?

This is a massive undertaking that takes a LOT of knowledge -- and you've not provided any clue as to if you know any of it. This is NOT as simple as "I can draw a picture in a paint program" by a long shot. It's one hell of a learning curve (and why most people just say "screw it" and embed from Youtube)

You want to use flash, google "flash tutorial" -- but beware that this is 2017 not 2003, the number of people still using flash much less able to walk you through it has diminished to near zero.
I would rather have questions that can't be answered, than answers that can't be questioned.

You get what you pay for and this site is free—nobody gets paid to be here so you should temper your expectations.

Also Flash is 100% dead so really this whole sub-forum just needs to be removed. The reason no one is responding is because nobody really uses flash for anything these days so there just aren't a lot of people who can help you out. I haven't used it in almost a decade myself. If you had asked me in 2009 I would have been helpful but I've moved on and so has everyone else.

Anyway it looks like what you're talking about is a flash player skin. But good luck finding information about them because, as I said, the Internet has moved on.

EDIT: Just to try and be a nice guy, I did a little research for you. This may help you out: Skinning the ActionScript 3 FLVPlayback component | Adobe Developer Connection

I almost always format my code examples with

tags because it looks nicer than the regular
tag. That does not mean the code example is in PHP.
