    Question static background, scrolling page

    hello, i am new and inexperienced to web design, i am attempting to create a page which has button content on the left of the page which never moves, and information and image content on the right which is scrollable,
    i am currently working in adobe flash actionscript,

    this is an example of the effect i am looking for, without using a web template.

    It's as simple as setting a position:fixed; and some desired left/top values to an element, in standard browsers like FF,Safari etc. But IE doesn't support this postion:fixed; and so you may need to adopt some hacks, see http://www.cssplay.co.uk/layouts/fixed.html
