    Is it possible to write a web application which can, create a static webpage from an action performed by visitor on a website.

    think that makes sense anyway

    Yes it could be possible. Look into PHP file handling.

    Very basic example

    1. A html form that asks users to enter their name
    2. The php action page then creates a new html page that says "Hello, {name from form}"
    3. After saving the html file on the server, link the user to it for download
    4. The file could be deleted afterwards

    The same is possible for very large websites. You would need a sort of template that you could then tweak depending on user input data
