Question How can I make this program

I’m a complete amateur in computer programming, which means I’ve never programmed anything. I would like to make a program for Windows 7 with the following functions:

The program will be used for naming the subcategories and files in a directory. Their names always consist of a number and a word or a sentence, e.g.:

    01. First
    02. Second
    03. Third

The purpose of the program is to create a file named 02. New second, which will take the place of 02. Second and rename it to 03. Second plus additionally renaming 03. Third to 04. Third. When a new file named N. Something New is created, it must take the place of N. Something and rename it to N+1 Something.

What do I need to create the program and integrate it in Windows 7?

Your description does not seem to make any sense. If you are looking just to rename files and directories based on a certain convention, you can use perl, python, or any of the scripting languages to automate this for you. I dont know if this helps
