Making a Database program?
I'm completely new to mostly any sort of computer programming and would like to start off by creating a simple database program. I want to create a program that allows me to input data, save that data and upon request retrieve that data. I don't plan on using it with any server as of now, I would just want to create a stand alone for PC use. I'm new to programming, but I do have some experience in computer repair and a little bit of VB. I didn't go too far because I wasn't sure if that kind of programming would do the trick for the program. Any who, my question is where do I start? What language do I have to learn? I don't think I have to use php or sql for this, do I?

The language you want to use depends on what you want to do. If all you want to do is interact with a database, then it pretty much doesn't matter what language you use. I usually try to talk people into learning C, but I have never used C to communicate with a database, and something tells me it wouldn't be very easy...
You certainly don't have to use PHP, but PHP is one of, if not the, easiest way to communicate with a MySQL database. You don't have to use SQL either, but it appears to be the most prominent method of communicating with databases.
If your only interested in learning about databases, you can look for software that allows you to create and manipulate them without any programming languages. I know Oracle makes one, but you would be stuck learning Oracle SQL.
