Are you actually working on a vs asp.net project or are you just editing a single asp.net file? You can not use the toolbox for a single asp.net file because studio uses code behind. I am not sure if there is a way to turn this (codebehind) off. You will need to create a new vs asp.net project to use this.

If you are in a asp.net project then be sure you are editing your .aspx page in design mode.
