If you use rewites or server redirects to tell the search engines that your site has moved e.g. from HTML to ASP then it would help rather than just letting the bots index your site.

If you have access to IIS then you can set a 301 Redirect.
If you have access to the server and want to use rewriting then you can use ISAPIRewrite or a similar component.

Yes it would. With redesigning you may change different images names, alt tags and content of page, this mayeffect the search engine ranking.

I bumped into this myself. It affected my site and only some pro guys get me out of misery. I have to admit: I couldn’t do such a proper job myself.
