I need to find a way to make my ipadress static, because mine curently moves slowly but moves fom
example: xxx.xxx.333.333 to xxx.xxx.234.432
I want it to stay forever in "xxx.xxx.234.234"
That could help with the security of my forum
So is there a way to do that?

You probably would have to contact your ISP to obtain a static IP...

I didn't know you could have IP address with metrics above 254! :P
I'd go another route rather then the static IP address. Those tend to be more expensive as far as your ISP is concerned. So as shoot2kill suggested, something like dyndns may be the best bet.
