In most cases if you see something you like you can view the source of the page to find out how it's done.

I would change the link by putting this in the HEAD tags:

<style>
<!--
A:link {text-decoration:none;color:#999999;}
A:visited {text-decoration:none; color:#999999;}
A:hover {text-decoration:none;color:#0066ff;}
-->
</style>

and changing colours to what you want.

I use this code for my scrollbars:
<STYLE type="text/css">
<!--
BODY {
scrollbar-face-color:#FFFFFF;
scrollbar-highlight-color:#FFFFFF;
scrollbar-3dlight-color:#FFFFFF;
scrollbar-darkshadow-color:#FFFFFF;
scrollbar-shadow-color:#FFFFFF;
scrollbar-arrow-color:#C0BCC0;
scrollbar-track-color:#FFFFFF;
}
-->
</STYLE>

but you can view the source of this page to see how they did it.

Murphyz,

you beat me to it... :o

Andrew,

use the search option on these forums, and do some looking around before you ask the same questions that have been asked before on many different occasions.
Searching for "scrollbar color" yielded this thread (http://www.codingforums.com/showthread.php?s=&threadid=8780&highlight=scrollbar+color) as first hit, which answers your 2nd question in detail.
