First you need to be running a web server software like Internet Information Server or Apache. And get it all set up.
Then you need to have the computer plugged into the internet, usually you have it on the outside side of the firewall, but that can vary. You can plug your server into your internet router and the router will need to be setup to run NAT (Name-Address Translation).
Your internet connection should have (you don't have to, but it makes it a lot easier) a static IP address, you'll have to check with your IAP (internet access provider) about this. Then you need to have a domain and have it point to your static IP address of your internet connection.
I might of missed one or two things but others on the forums should be able to cover anything i missed.
