extensions not allowed

How can I prohibit the access to upload files extensions .exe .bat .dll on an input of type FILE with name UPLOAD?

Nothing to do with Javascript.
RTFM (http://www.w3.org/TR/html4/interact/forms.html#adef-accept) and make sure your server side scripts verifies the submitted data/files
