weird email...what is it?

I'm not exactly a n00b but every once a great while, I get an email like this image I've attached. I'm always concerned when it see it thinking it's a program gone wrong. What exactly happened?

The problem is that the email contains chinese characters, but your computer doesn't recognize them.
