What do you want? Easy to use or pro software?
Most graphic designers use Adobe Photoshop, some use Macromedia Fireworks (which both also have a professional price), and a free alternative is GIMP (http://www.gimp.org/).
But you should know that they don't make the header graphic. With all programs (professional or not) it's still you that has to be creative to produce a nice graphic.
