I don't have much need for Frontpage, let alone FP templates, but have you tried any one of these (http://www.google.com/search?ie=ISO-8859-1&oe=ISO-8859-1&q=free+frontpage+templates&btnG=Google+Search)? As with anything, though, "free" comes at a price just the same... ;)

I think dreamtemplate.com may have some free templates. You'd think Frontpage would be able to work off of any CSS template, but I'm not sure. Haven't seen, heard or read anything about Frontpage for sometime now

Since you have already gone through a lot of websites and could not find the right one it'd be difficult for someone else to go through these same sites and try to find one for you.
You know more about what you want. We would most likely pick out ones that you have already rejected.
You might want to look at designing your own template.
1. Open an existing Web or create a new Web in FrontPage.
2. On the View menu, click Page.
3. On the File menu, point to New, then click Page.
4. In the New Page dialog box, select Normal Page, and then click OK.
5. Design the page the way you want it to look.
6. On the File menu, click Save As.
7. In the Save As dialog box, under Save as type click FrontPage Template.
8. In the Save As Template dialog box, type the title, name, and description you want, and then click OK.
Looking for free Frontpage templates is very easy. The first thing you can do is finding one using your favorite search engine. And a lot of people still find it hard to devote enough time to make their pages even with such a convenient tool as Frontpage. The birth of Frontpage brought so much convenience to the growing brood of web designers. Web designing became so much easier, that more people joined the Web publishing trend. Others simply found it difficult to tie up the millions of ideas in their minds, to come up with a single, functional page. These people saw the need to make websites to satisfy their respective purposes, but they needed a fast and cheap way of doing it. They did not much care about how unique their sites would look, they only wanted to put up the information they need.
