How can i get a form to submit, but by opening a new window and displaying the results there?
i.e. something like
<form name="form" method="post" action="submit.php">
I need results to be sent to a popup window which has submit.php in it...

Definitely an HTML-question, because the <form> tag accepts a "target" attribute which functions identically to the one you find in <a>. ;)
so, stick a target="_blank" in there.

jkd is right. but if you want a pop up with no toolbars and menus, you can add this:
function openPopup(){
window.open("","_popup","toolbars=0,location=0,width=500,height=500");
return true;
}
<form name="form" method="post" action="submit.php" target="_popup" onsubmit="return openPopup()">

what's the code for just a popup window when you got to a site??? you know like popup ads that just popup out of no where!!!

You should be wary of using popups unless absolutely necessary. They are annoying and because of that, a large portion of the browser public has some sort of software to block popups.
Clicking a link, a form which will open in a new window is generally okay and won't be blocked, but a popup onload, for example will be blocked.
So basically what I'm saying if you MUST use a popup, be sure to tell the user that a new window will be opened.
