My website keeps telling me 'Cannot connect to dababase, too many fauly connections'
I saw that we can do this:
shell> mysqld_safe -O max_connect_errors=10000 &
But I don't run Linux, and thus can't do a shell command.
Does anyone know how to do this in windows server 2003?

Did you try to see if you could run it from the command prompt in windows?
(also please note the change in the thread title, please use helpful thread titles in future postings).

Go under your Start menu, All Programs, Accessories and then you will see command prompt.
You will either have to change to the mysql directory or specify the entire path and then try the instruction you posted.
