How does digg do google ads

if you take a look at digg.com, you will see at the top their adsense is all customized, hover effects, sometimes split into seperate boxes. how do they do this ? i've looked everywhere, but no info. any ideas ?

i did some more reading, looking like they use javascript to interrpret ads and output to a css style box,

but, it looks like you have to be a premium publisher, eg, about.com, digg.com to be allowed to do this,
that sucks.
