Windows install of GD V2.04 Graphics Library [Archive]

I've downloaded the zip compressed GD V2.04 Graphics LIbrary. I want to build the library within a Windows Apache server running PHP and MySQL. Any advice or suggestions would be appreciated as it appears that the embedded instructions are a little vague on specific steps to take.
