frames and scrollbars

So.. I am a novice web designer, self taught, so there is alot I am sure that I have missed some essential things in my self imposed Web Design 101. One of which is frames. I reciently designed a page in GoLiveCS using frames. My issue is this. There are three frames, a side, top and body. In the Body frame is ScrollArea action to scroll text within the frame.. however.. when viewed on a browser window that is smaller than the page (800x600) no scroll bars appear and the bottom of the page gets cut off. I do not want to make the individual frames have scrolling beucuse then people would have to scroll two different frames individually..

I want to be able to scroll once for the whole page of frames.

Is this even possible.. I have a feeling it isn't and I have to re-layout the whole thing.
