No doctype declaration, using spacer.gif for layout, frames.... that was last century.
Colors: depressing; poor contrast, especially in the navigaion area.
Black scrollbars - IE only, can not see the slider, usability --
Fonts: fixed - usability --, times new roman in the frame has to go
The info gadget: too fast to read == annoying
Hit counter: childish
login cell: can use some padding
fixed layout: usability --

Oh, btw, did you misspell "PRODJECTS" intentionally, if so, that was a bad move, makes you come across as illiterate......

01. Enhance scrollbars' color scheme.
02. Scrolling Info is too fast.
03. Fonts in the News and Update Section does not fit with the website's concept.
04. Enhance the GUI.

I like the general shape in the site.

The 'info' box starts out at a readable speed, then just takes off! Slow that puppy down!

Your iframe has both a vertical and horizontal scrollbar (due to the banner). Try to eliminate one of them.

Maybe add a little color too. All black, grey, and white looks a little dull and depressing.

You've got a nice start, with a nice basic layout. Hope this helps.
