Program to create online application?

I am looking for software that creates online application which will allow applicants go back and edit, also send a email when application is submit/edit to the applicant. Is there such programs, Please point me the direction?

if you want to create an online application process you could use php, and mysql to develop this web application. PHP and MySql are a very powerful combo and will easily be able to do this task.
