you could try this...

<style>
a:hover {
filter:glow(color=grey, strength=8);
}
</style>

umm... for some reason that way doesnt work... :o

so you could try this way

make an image called "glow.jpg" (ideally a glowing effect that will fit universally behind all the link text's)

then use a code something like this to change the background of the link (ive put them inside <div>'s)...

<style>
div.on {
background-image: url('glow.jpg');
width: WIDTH OF GLOWING IMAGE;
text-align: center;
}
div.off {
background-image: url('blank.jpg');
width: WIDTH OF GLOWING IMAGE;
text-align: center;
}
</style>
<div class="off" onmouseover="className='on';" onmouseout="className='off';">
Text 1
</div>
<div class="off" onmouseover="className='on';" onmouseout="className='off';">
Text 2
</div>

redhead this is why your idea didnt work, if you read the page
This script requires the use of tables

<table border=0 style="filter:glow(color=sky-blue,strength=5)">
<tr><td>Normal Text</td></tr></table>

Have it flash as well?

<DIV id=test1 style="FILTER: glow(Color=#FF0000,Strength=2,enabled=0); WIDTH: 50%" onclick=stopFlash(this)>
<H1><font color=green>This is a test</font></H1></DIV>
<SCRIPT LANGUAGE="JavaScript">
<!--
function Flashme(obj){
Timer = setInterval("test1.filters.glow.enabled =!test1.filters.glow.enabled", 1000)
}

function stopFlash(obj){
clearInterval(Timer)
}

setTimeout("Flashme(test1)",1000)
//-->
</SCRIPT>

The filters need a layout.......a width or height attribute.

<style>
a:hover {
width:100%;filter:glow(color=red, strength=8);
}
</style>

document.getElementById("id").filters.glow.color="colour"
