HTML layer/table help needed

This my first website that I designed so there are alot of things for me to learn.

I designed it in photoshop and slice it up and drop it into dreamweaver. http://www.belle-charm.com.

Everything was perfect until now I need to make updates. I decided to do layers and place them ontop of my tables.

I drew a layer and inserted an image, "Belle Open House" I will eventually make this layer clickable into a pdf.

http://www.belle-charm.com/revised/index.html. Notice when I add my layer at the top, right it not only falls off the page but it also shifted my two tables in the header down.

I do know that I don't have a lot of knowledge but I think this have to do with how I have it positioned. Alot has to do with the position.

Any assistance I can get will be very helpful.

P.S. My girl without any head will be changed to a smaller picture. Her head is missing because the top half of her was stretched across the uppe table.
