I have an web page at www.allpro-construction.com that I would like to use the pitcher as the background and then where the text is I would like to make a separate window to browse in can any one help

The picture is way too big! It should be resized somewhere in the range of 750-770 pixels. No one in the two most populat screen resolutions can see the image without having to scroll horizontally (as well as vertically). You should try to avoid scrolling horizontally at all cost.

In actuallity you probably need to slice the image up into smaller components and build an iframe where the text is.

I would strongly recommend making about everything smaller and more modest, less "in-your-face". Also, the background image is very distracting; tone it down, or use a neutral background.
The imagery used contains a lot of pepper-and-salt, which really should be cleaned up. Furthermore, using images for text makes for a very slow loading page. See if you can use regular text and markup to create the desired appearance, at least for the links; that would make the page load faster and scroll better.
The whole design has a distinct billboard feel about it; billboards have their uses, but for a web page, entirely different design aspects apply.
I suggest having a look around at websites from similar businesses to get an idea of how they approached it; that might give you some ideas on how you could set up your site in a more efficient and appealing way.
