Customizing My Popups

I'm almost positive that this is javascripts, but if it's not, sorry.
I need to know how to cusomize the the grey borders around a window that I make popup. I know it's possible because I've seen it before. I've searched and searched for the code, but I had no luck. Any help is GREATLY appreciated. Thank you.

Sorry, but can you help me out a bit more and break it down a little bit?

1) Does the first script go in the popup window, or the index?
2) Does the second script go into the popup window, or the index?
3) I already have a popup window on my page. So the same code won't work?
4) What parts of the code do I have to rename?
5) If a person is viewing my site from a computer with Windows XP, can they use the same link and just view it normally, or do I need to creat different links for different users?

If you still need help, why don't you hop over to the Dynamic Drive script help forum (http://codingforums.com/forumdisplay.php?s=&forumid=14) and see if someone there can help you. I bet if you search, you can probably find some previously posted Q&A on this very script.
