Job for PHP/MySQL coder and Java coder

PHP/MySQL page:
Language teaching system. Students can see available times, book time with different teachers and pay (PayPal). It must be integrated to CMS and nice page design layout. The page must be multilingual.

Java (can be done in whatever language but we suggest Java):
Student and teacher have voice lesson over internet and optionally video picture. Lessons must be saved on server and possible to listen and download for student and will be deleted after two weeks.
(If it's too expensive it must be some easy tool to record Skype conversations and automatically upload and send link to student.)

Since we have done exact projects like these earlier, this seems to be a fairly sized project. What is your budget for it ?
