Your XHTML is so wrong as well. Try this

<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN" "http://www.w3.org/TR/html4/loose.dtd">
<html>
<head>
<title>ThugKillin</title>
<meta http-equiv="Content-Type" content="text/html; charset=iso-8859-1">
<link rel="stylesheet" type="text/css" href="http://www.thugkillin.i4host.net/sylesheet">
</head>
<body>
<h1>Hello Welocme to Thugkillin.com </h1>
<h2>Created by Rawlijr and Pimpster</h2>
<p class="cyan">Hello,this is just a test now<span class="aaa">welcome this text should be pink :D:D</span>, <span class="aaa">To</span> a site called <span class="aaa">ThugKillin.com</span>.</p>

h1 {
border-width: thick;
border-style: solid;
border-color: red;
}You can reference an external style sheet by using the link tag like Aerospace did. Since this is XHTML, you have to close the tag with a forward slash (/) at the end since the link tag doesn't have an independent closing tag. Also, don't use brackets around the URL.

<link type="text/css" rel="stylesheet" href="http://www.thugkillin.i4host.net/sylesheet"/>

The second method is using the style tags. Some older browsers might choke on this so keep that in mind if you're looking for maximum backward compatibility.

<style type="text/css">
@import url("http://www.thugkillin.i4host.net/sylesheet");
</style>

Also, it's worth pointing out that you can use the border shorthand property to collapse border-width, border-style, and border-color. Much neater and more organized.

h1 {border: thick solid red;} or h1 {border: 4px solid #f00;}
