Which is better to use if you run a vbulletin forum and want to use a header with slice images and place urls in them?

Neither; use CSS.
It would help if you could give us a bit more to go on, though.

So if I had this as a header with images for buttons and it will not show anything in text page readers?

That seems alot of work for CSS? I will see if I can do this.. It is easier in image mapping... I wish a software program can do the same as image mapping by auto coding what you need done...
