Estimates of cost for this website feature?

The above is a very cool 'Design a Mug' feature, i want to employ something similar on a project i have.

Does anyone have any idea what kind of cost i'd be looking at to have someone make something like that? Im not very knowledgable on web design so does anyone know how its actually made? Im fairly sure its javascript?

And would anyone know who i could go to to get it done? If anyone from this site can do it please let me know

You need a complete client-server interactive solution to do that. I can certainly program something like that, but you will be looking at $2000 and up for something similar.
