This might sound a little odd, but I'm new. I've learned HTML, but I've learned quickly that HTML is not protected and isn't as useful as PHP and MySQL, in the way for setting up accounts for individuals. Could someone who is willing to help me (for free) put together scripts in PHP, MySQL, and some others to put together accounts for members, and such stuff, please PM me? It's not too big of a deal, I'd just like to know how so i can better my website. I've cut off all of my current members because of the risks. Please help.

You'll find hundreds of free pre-made scripts for the taking.

Try use web site templates.

hotscripts.com has a lot of different scripts for that kind of stuff.
