Person must be proficient in C, it's a VERY simple project/script (although a bit hard for me) I need to be done.

Just to tell you, this is a VERY simple project. it's not even a program in fact, just a small array function. i'd think it would definitely take less than an hour with any fairly experienced C/C++ programmer to do this. although i'd prefer to send the details via e-mail
