One connected to the net and one not connected? How close are the PC's in comparison to one another? You could get a long Cross over or Cat 5 cable and connect it to your modem. If you have a router of any kind, you can hook a ethernet cable up to that from your computer, and attempt to access the router setup/controls usually located at 192.168.1.1 ... im sure there is some hardware to test cards, but it's not inexpensive as I recall. Also, software stuff can't really tell you if anythings wrong. It may have an idea, but without anything to connect to the software cannot be certain. The only real way is to hook it up to another device. capable of sending/recieving packets as previously stated.
