Start Downloads with PHP

I want to start a download with a link and if the download is finished i want to increase a SQL value by one. for having a downloadcounter for analyzing purposes.
could anyone help my cause i dont know how to start a download and i dont know how to calculate if the download is finished...

would be very happy if i could fetch a tip here
