Determine Connection Speed

Does anyone know of a way the Perl can detect the difference
between dial-up connections and DSL/Broad-Band connections?

I'm thinking of having some image features turned-off if the visitor
happens to be using a slow dial-up modem.

I'm envisioning a graphic image I use for testing the speed with
a script and getting a timed value ... above or below a certain threshold.

All I seem to find on Google are ASP applications.
