Your first post clearly stated your friend wanted form-mail. If indeed she wants a forum, what does email have to do with it?
The best forums are PHP-based, and a busy forum will not run well on a free server, I'm afraid.

Also in my experience alot of people don't like to join them because everyone and there mother can have a free forum and with out a poperly dedicated host (read: founder) and several hardcore members these don't last. People want to join something that lasts. Free forums that die out are a waste of their time.

yes, remote hosted forums are one solution, available with phpboards as well, i have a friend using one at:
http://www.activeboard.com/
and shes very pleased with that.
but have your friend switch his/her site to better host too, there are free host servers that does suport php/mysql and whatnot

Don't fly off the handle here. The other members were just giving you some words of warning on problems you might encounter with different setups, not that big of a deal if you really don't care about it. In addition, you asked how to do a form and then someone suggested a solution to you. Then you said what were actually looking for is a forum. This is what probably caused some of the confusion.
