does anyone know how to create a new control panel in MS Windows 2003 Server?

my server has been hacked an a new 1 has been created!!!!

within the new CP there has been folders created how can this be done? any ideas anyone? Picco

they have uploaded files, then removed them - the files are LARGE (15GB)!
