How to upload file?

Hi, does anyone know how to upload a file from your local PC to a server?? Does it uses any javascript function??

And, does anyone know what does the 2 tags below do???

you need a server-side language to upload files to the server.
those meta tags describe the content type of the file and the editor used to make the html

Oic... thanks Glenn. Is there any library or class in JSP that deals with uploading a file? Or do u have any recommendation?
